Submit Your PCORI Fees by July 31, 2014!

The Affordable Care Act has introduced some new fees and taxes on health insurance carriers and health plans. The Patient Centered Outcomes Research Institute (PCORI) fee is one of these, and was due for the first time in 2013. This fee helps fund unbiased research that evaluates the clinical effectiveness of medical treatments regardless of the profit potential. 

Fully-insured carriers are submitting this fee on behalf of their clients. However, if an employer has any type of self-funded plan and/or a Health Reimbursement Account, the employer is required to submit this fee and an IRS form themselves. 

 

Here are the key details on the fees for 2014:

  • The fee is now $2 per member (both employees and dependents), averaged throughout your plan year ending in 2013 (you can usually get an enrollment report from your carrier).                                                                                                                             
  • Payment must be submitted with an IRS Form 720 by July 31 of the calendar year after the plan year ends.                                            
  • The calculation hinges on the method used for calculating the total member count during the plan year.  There are several allowable methods for counting your members.
